1. With no context it sounds absolutely cuckoo.

Still, it is rural America and people do have pet pigeons and other birds, most often used to train their hunting dogs to point and not kill. And yes, they band them.

And yes, I have no idea the context for the deer, but deer v motor vehicle crashes are numerous this time of year so....?
