Faces have been destroyed, eyes have been put out, brains have been injured, and people have died.

I remember when rubber bullets et al. came into use in police departments. They were explained as being NON-lethal, and we were all told the cops would be aiming for legs and maybe torso, but specifically NOT any part of the head. So no worries, eh?

Very soon it became apparent cops (at UC Berkeley, iirc) didn’t have any problem with aiming at people’s heads. I think that was during the BushCheney admin.

In any case, somewhere along the line your friendly neighborhood cop was given instructions to behave like a soldier in a hostile nation.
