Initially, Republicans were enthusiastic about Kendall Qualls, an African-American Army veteran and healthcare businessman. But President Trump lost this highly college-educated district by nine points in 2016 and is on track to lose by even more in 2020. That's likely too strong an undertow for Qualls to swim against Phillips, who ousted GOP Rep. Erik Paulsen 56 percent to 44 percent in 2018.

ETA: It's not clear whether you mean it's up for grabs in the presidential race or for the congressional seat. It'll go for Trump and reelect Peterson.
Peterson's margins have been shrinking and he has a candidate running against him who isn't "Joe Bag of Doughnuts" for
the first time.
