I think because he's "treasonous bastard in chief" he's entitled to the military band, because this isn't "technically" a campaign stop. It's disguised as a patriotic salute to our forefathers.

therefore we the taxpayers are paying for the entire cost as we did last 4th of July to the tune of $13 million including military hardware on display and flyover.
