However, I think there is autocorrelation with a populace likely to vote for a woman to be the governor.
Although there are right wing female governors, an electorate open to a female candidate may be more amenable to taking recommendations regarding health & safety.
Any level of autocorrelation causes havoc in a MANCOVA.
It doesn't say if they made weighting adjustments to account for the possibility of autocorrelation.

for some of that (political affiliation, state population).

In a state like NC, with a fake like Haley, any decision to follow recs would be more confirmation bias, then the result of her greater empathy. The wish to have a "strong leader, that speaks for them" likely tends to be connected to the NEED to be led.
Not sure how political affiliation zeroes that out.

Have accounted TO SOME EXTENT.

As the authors clearly stated, they had to rely on archival data available (and this is a very fast turnaround for this top journal, probably because of the importance of the topic).

My state has twice the number of deaths compared to neighboring states Ohio & Indiana and about the same number as Illinois. Those 3 states all have male governors

Controlled for population. Also, the authors are reporting statistical significance across all states and DC. For any handful of states, you may not see the statistical relationship.
