the closest it comes is in Article I, sections 8 & 9

Section 8 allows for Congress [t]o provide for calling forth the militia to execute the laws of the union, suppress insurrections and repel invasions.

Section 9 which again allows [t]he privilege of the writ of habeas corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.

The only time that the provisions covered in section 9 have been invoked (by Lincoln), the Supreme Court was very aggressive in curtailing the suspension of habeas corpus after the Civil War under ex parte Milligan.
