It can't be no harm no foul if Ukraine didn't get all the allotted Aid because of the hold.

Ms. Cooper just testified that because of the delay to the Aid, it could not be fully distributed by the cutoff date of September 30.

This means it cost Ukraine millions of dollars.

How many lives could that have saved???
