As DC representative she is "non-voting," but I don't know if that applies to committees. Surely it would be up to Pelosi, so... ?

For that matter back until 1994 the House would usually conduct business in the Committee of the Whole so that the DC, PR, VI, etc. delegates could vote.

Well, I don't envy anybody who has to follow in Cummings's footsteps, but we have no shortage of fighters ready.
