In fact, Rep. Cummings was first elected in a special election to fill the seat of a member that had resigned.

That will take four or five months at least. Meanwhile, his seat remains vacant.

Maybe because house districts don't usually represent the whole state.

In the meantime, all of his district's representational activity moves to the House Clerk's office, which will oversee it until a new Member is elected.
