That said, many political appointees serve at the pleasure of the president, so if the new president wants them gone, they usually resign. or get fired.

the Senate does the "advise and consent" thing which amounts to approval or not. Regardless, the president can still place them even if the Senate disapproves.

there are rules, but yes, this can be done.
