He does this all the fucking time. He makes an outlandish threat. It gets lots of media attention. Then Trump either backs down immediately and declares victory lying that the opposition made (or have agreed to make) historic concessions or he follows through for a bit then rescinds the punishment again declaring victory for some non existent or simply rebranded "deal".

The story goes that "as late as 7pm" (EDT - 2300 GMT) they were "expecting a strike". That's about 12 hours after Putin said "don't". If it was just a question of what Putin says, Trump would have pulled back long before that, or never decided to bomb something.
