I thought I remember hearing that Congress in the past has yielded some of the tariff making power to the president through past legislation (nothing recent). And I've heard some argue that Congress should take back some of that power.

A president was authorized to raise tariffs to protect domestic production of essential defense materials

tariff powers.
typically all the president has to do is make some statement about national security and that's enough to make a tariff legal.

kinda similar to the same way only congress has the power to declare war, but in practice, a president has the power to get us into one.
