for several reasons, including the fact that the grand jury's term was extended for six months, and that the evidence seized from Roger Stone's house was voluminous and will probably take weeks just to review, let alone organize into usable evidence. Furthermore, although there have been many indictments there have been no trials except for Manafort's, and they usually keep investigations open until all processes have been concluded. It could be that Mueller is in the process of handing off files to other prosecutors' offices, but nobody really knows what's happening because Mueller doesn't leak.
