I don't have access to get by the WSJ paywall, so I can really only see the title. Is there something else in the article that leads you to the conclusion about subtext? If so, could you quote it for those of us that can't access WSJ?

Individual senators can give their vote for it against senate consent, but they do not themselves "consent".

"Advice" is different, because individual senators could, if course, give advice at any point.
