Where the mob boss had his driver drive a certain direction, then do a quick u-turn and drive somewhere that was unexpected. In the movie the. Corleone family found out about the right location only because the police captain who was the mobster's muscle had to state where he was going on his break, the Corleones had an informer cop in the captain's precinct.

My guess is the Russians played Russian roulette with the meeting rooms, USIntelligence would have had to either bug them all, have methods where they could look and hear from the outside, or have an informant among the Russians who was in the know about the Russian plan and allowed US Intelligence to focus on one or two specific rooms. I am sure Russian agents swept rooms.
