There is NOTHING that Mueller can do to stop pardons.

Unless and until a President is impeached and removed, he can pardon anyone for any federal crime. He can’t keep himself from being impeached through the use of a pardon ... But he can pardon anyone else. The only thing stopping him is the threat of impeachment for the miss use of the pardon itself.
