How was Trumps taunting of Tester - NOT Blackmail?

Isn't this exactly what we are saying the Russians are doing to Trump?

How does he get away with this tact?

Is that even legal?

so I think it falls into the civil realm, like Stormy. Tester's lawyer could try bringing a civil lawsuit. Trump has gotten away with threatening like this for years because he had deeper pockets than most folks. That strategy may not work so well now. Stormy days ahead.
