Doesn't the government keep record of all calls out of the EPA?

I was thinking about that ridiculous sound proof booth for private calls. Aren't we an open government?
What could be so private? And can't we all see those conversations at some point through FOIA? Maybe not, but just wondering.

What if he wanted to make phone calls off the grid? Did he intend to make phone calls that bypassed security measures, that were not linked to any official government phone system and could not be logged, tracked or recorded? Who would he be calling that they needed to be shielded and remain anonymous, and what were they discussing that had to be hidden by such extreme measures?
