Did people know that Pruitt would be the most shamelessly corrupt of the Trump appointees?

I know that Flynn's corruption was criminal, but it was short lived compared to Pruitt. Did the people of Oklahoma know that Pruitt would end up being the most corrupt of all Trump appointees? Was Pruitt living large off of tax dollars in Oklahoma or did he wait to get to Washington?

I thought Pruitt would have the sense to lie low while he demolished his agency since he's one of the few with actual government experience and, of all of them, is best positioned to know better.

I knew he was the worst person possible for the job, but I thought that he was so evil that he would keep a low profile. A stealth criminal as it were.

I am glad he blew his cover. I am certain the Koch brothers are miffed .
