Bedford County District Attorney Bill Higgins was arraigned Wednesday on 31 counts, including witness intimidation, official oppression and obstruction.

If only they had some kind of warning what a scum he was. oh. wait. They did and did nothing.

In 2008, a woman accused Mr. Higgins of sexually assaulting her his office at the Bedford County Courthouse. Authorities declined to file charges then.
