One of Trump's problem is that the government's needs are bigger than his list of friends...
...and sycophants.
And he simply refuses to hire or appoint anyone that he does not know or is not a loyalist to him. Therefore, many needed positions in our government go empty and unfulfilled.
That is why he is down to appointing his personal physician and other unqualified people to important positions. Anybody that can defend him in public or offer a kind word is a potential candidate for a high government position.
Since he watches FOX News, he no doubt realizes that Laura Ingraham may be open for a position in his White House. She loves him.
