This was always the weakness of Obama's reliance on executive action. Whatever he did without Congress could be undone by the next President. There is a good chance the SCOTUS will see it that way.

not to mention Obama himself stated that DACA was likely unconsitutional and so it was meant to be a temporary measure. I bet SC will issue a unanimous ruling which will set no new precedent as it would not be a ruling on constitutionality of Obama’s EO but merely stating that a new president has the authority to cancel previous president’s EO for any reason - no brainer really. Obama cancelled a bunch of Bush’s EOs as soon as he reached the WH.

You think the Supreme Court is going to rule that when a President issues an executive order, then no President for eternity can ever change it?

The Constitution says all legislative power rests with the congress. So it isn't legislation. It's just guidance by a President on how to interpret a law. That interpretation can't be immortal. Each administration will interpret it as they see fit.

An EO signed by one president can be reversed by a successor, additionally immigration is something the Federal government determines, either by laws Congress passes or by EO of a president.
