2. Yeah, I was expecting another vote on the actual Bill

I guess I'm not nerdy enough to understand all of the Senates procedures... even though I watch C-SPAN.
They had a Cloture vote (I think it was 80 to 19? something like that), and since the bill had previously passed the Senate, what came back from the House are considered 'amendments' and the senate voted on those amendments, and thus the bill was passed.
